Kathleen Bertolatus

Kathleen Weir Bertolatus is an accomplished attorney with extensive experience as both environmental regulatory counselor and litigator, currently serving as Managing Counsel at Phillips 66 Company. With a distinguished career spanning both the private and public sectors, Kathleen provides strategic Health, Safety, and Environmental compliance counseling for complex refining and midstream operations across the United States. She is known for her expertise in navigating federal and state regulatory frameworks, crisis management, and developing enterprise-wide risk and policy solutions. Kathleen has been recognized for her leadership in cross-functional teams, her role in resolving significant regulatory challenges, and her commitment to pro bono and community service.  

Kathleen holds a J.D. with honors from The University of Texas School of Law, as well as advanced degrees in communication studies and English. She is a frequent speaker at national legal conferences and has received multiple awards for her professional and public service contributions.
